This is probably a Garmin question but why isn't Garmin showing same value as Issac?
Especially max watts is higher in Garmin than Isaac.
Shouldn't Garmin show same as Isaac or is PP sending "raw" data and it is up to Garmin to analyze it?
I have 2 s power smoothing in PP and in I think in it is the 2 s that shows i Garmin.
The difference is not in the 8 min at the start of the ride.

PowerPod sends its power data once per second. This is what is reported in the ride file.
The peak power shown by Isaac is the highest average power over any five second period. Power numbers shown for a shorter period of time are meaningless.
I don't know what Garmin shows but my suspicion is that they are showing the maximum reading reported, even if it is only a single data point (1 second). Any single data point of power has no meaning.
