Is my PP broken?

I tried calibrate some times, and tried out and back ride.
But, Power data from PP is sometime too low, sometime too high.
After 5min calibration ride, power was too low.
Then I tried out and back ride and check calibration.
After that, powerdata got better, but at flat road, it is higher than powertap.
A value is not more stable than the data of the power tap.

I attached power-data that I got from powertap c1 on the same 41km ride.
In comparisonwith the value of the powertap, data from powerpod looks very unstable.
Especially funny values at the secont clime, the value of the first half is too low, the value of
second half is too high.
Hope you check it and give me some advices.

Please post your PT ride file in .tcx, .gpx or .fit format. We can't read the csv format.

Thanks for reply.
I attached TCX data.
During some ride, I feel that my pp's wind sensor is not stable.
I tried to keep even pace on the flat road, the value of Powertap is very stable.
But, the value of PowerPod is greatly changed.

I tried upgrage my pp's firmware, and tried to cariblate.
But, power data was much lower than Powertap's value.
I wonder why wind speed is always slower than wheel speed in my riding data.
