CSV Header Row Question

Hi Travis/All-
I am working with GoldenCheetah as well as some homegrown scripts to analyze data from my iBike. I wanted to ask a couple of questions about the first two header rows from the iBike CSV files. Is the second field in the first row (example below is '10') a version number? Can you share when this number is incremented? Is there any issues of significance in comparing data from files with different versions? I would presume not, but I had to ask. Also, is the second row YYYY,M,D,H,M,S?
Sample Data:
iBike,10,english
2009,3,10,12,2,8
