Hello John,
Is it true that there's a paper sensor in the PP, and that if it gets wet - either slightly or soggy - it won't be able to reliably calculate certain power-related metrics ever again, hence rendering it innaccurate or useless - even after it has completely dried out?
If so, would you recommend one carries a roll of electrical tape on all rides perhaps? That is, so as to temporarily block the PP's windport if rain should occur on a ride?
I like my Powerpod a lot so far.

No, it is not true.
If your wind port becomes clogged then its readings will be off until it dries out. But the gore-tex seal prevents any damage being done to the electronics of your unit.
